oh? That is the twelve month period which begins at October 1 where new visas are allocated to each catergory and ends until September 30 before another set of visa is again released to each category on the next fiscal year.

D. VISA AVAILABILITY DURING THE COMING MONTHS

WORLDWIDE F2A: From early 2013 through September 2013, the level of demand for numbers in this preference category was extremely low. As a result, the F2A cut-off date was advanced at a very rapid pace, in an attempt to generate demand so that the annual numerical limit could be fully utilized. As readers of the Visa Bulletin were advised during that time, such cut-off date advances were not expected to continue, and at some point they could stop, or retrogression might be required.

The level of demand being experienced for FY-2014 has resulted in the Worldwide F2A cut-off date being held since October. Despite no forward movement of the cut-off date, the level of demand has continued to increase dramatically. At the current rate, such demand will require a retrogression of the F2A cut-off date within the next several months. That action would be necessary to hold number use within the annual numerical limit.

MEXICO F2A: Despite an earlier retrogression of this cut-off date, the level of demand remains extremely heavy. As a result, it is likely that another retrogression of this cut-off date will be required to hold number use within the annual numerical limit.

It seems to me that they will retrogress and the cut off date would be in mid of year 2012 to Dec 2012... After looking at the previous years VB i.e for yeat 2012 for F2A from where it advanced rapidly to becoming current ....it seems to me like this is the date they would publish...

If u check year 2012 VBs from April to september then u can understand why i am predicting these dates....Anyway its just a prediction...lets see what they publish when they retrogress F2A....Hope not much they pull back...

thinking about it, and calculating all the possibilities... And I wonder: 1) the visa was current last august and september (which means they had a lot of visa

supply) 2)the cut off date hasn't moved forward since september. Soooo, how many petitions they have accumulated during AUG and SEPT,2013, so that they

have to retrogress after 10 months???? Couldn't they process petitions sent before sept.8/13 during these 10 months?

You would need the Demand Data for F2A per country until March 2013 to even take a guess based on numbers. DOS hasn't published any of these and god knows what they do.

What bugs me the most is that they gave away 10000 visas from the Family category to the EB category last yr as spillover. How the hell can there be a spillover when every Family category is retrogressed? Eh?

I really think that spouses and children of LPR should be IMMEDIATE relatives without any visa bulletins=) And you mentioned the demand per country, if my country has a really low demand for F2A, why they would retrogress it together with the rest of the world? Don't they give equal numbers of visas to every county? Or am I wrong?

There is a 7% limit on the 226K (total combined) for all the family categories. So it depends on how they allocate it across all the family categories. There is no accountability at DOS for these things. No one gives a damn. :-)

Im predicting retrogression for fiscal year 2014 and it will fall april 2013 for cut off date thus the vb will move again on october 2014 when new sets of visas release for fiscal year 2015. Hope for the best!
