Hi! I am US citizen and I want to bring my mom in US. She has a tourist visa for 10 years and is planning to visit us soon. Questions: should I start the immigration process now while she is home or to start when my mom is in US? If we start the process when she is here, will be a problem if she go home or vice versa? Thank you!

You an start the process now so that the clock is running. She can NOT legally enter the US on a visitors visas with the intent to stay without risking being banned for life,

This will not be over quickly. You will not enjoy this.
