Filers from China might need a little more information to help you out. Province of birth and current residance. I feel your pain on this as my wife also lacked a birth certificate. We had to go to her home town to get it issued. I know in some cases you can get a record from the issuing body stating that no certificate is available and that will be accepted by USCIS as long as it came from the correct office with all the proper stamps. But this is different for every country.

yes it was hard tring to get a good answer of how to get my wife a birth certificate.

when she was born it was not required.

she was still in Chengdu China when we filed I-130. she went to her birth police office and got a copy of the paper on record her parents regestered with the police after her birth, then went to a government notery and they made 3 copies of a birth book with the notorial seal.

Very important get 3 copies 1) for wife 2) for husband 3) for USCIS.

after we did that things went smoothly.

I'm so glad you've a Chinese wife, in China !

to get the proper birth certificate in China, she'll need to go to her hukuo city, and get it done there.

flow like this:

present hukuo book->get chinese birth certificate->present chinese birth certificate for notarial translation into english->white book produced-> she scans it all in->she emails it to you->you print it out on paper (as photocopy of this white book is perfectly fine for I-130 submittal)

since she's chasing a birth certificate, might as well get a white book version of HER red marriage book done, as well, as it's the same translation office.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
