Submission of tax transcripts will indicate all? income that was reported.

The law requires a server to report all their tip income to the employer. It should be reflected on the W-2 and also on the tax returns/transcripts. If she is not report her income to either her employer or on her tax return she cannot use it as it is not "income".

If your co-sponsor does not report enough income to meet what you need for the petition then you need to find another co-sponsor.

She does report but what about current check stubs that we are suppose to submit? Do tips get put on check stubs as well

What is the question about tips? Tips are income. The question is how those tips were reported no matter what the source; check or cash. The co sponsor knows exactly how this is done legally.

She reports her income just like everyone else. She proves her taxable income and tax status with submission of tax transcripts or returns. If there is any question about the ability to provide support she will get an RFE.
