I have a friend who wants to come visit me in the states. he is from Nigeria but currently going to school in Cyprus and says I need to send an invitation letter to him, I am new to this whole thing and any help would be great!

He does not need an invitation letter to apply for a tourist visa. As a Nigerian male currently living in another country his chances of receiving the visa are close to zero.

I wouldn't say they're close to zero. If he has a student visa to a European country and a record of abiding by the rules of that visa, his chances may actually be better than someone applying in Nigeria.

Either way, an invitation letter is neither needed, encouraged nor particularly helpful to a tourist visa application. It won't hurt, but it won't help much either.

When applying for a tourist visa, it is irrelevant why he wants to visit/vacation in the US - The only three factors of importance are:

1. He is coming to the US for a short visit/vacation up to 180 days.

2. He has sufficient funds to fund his trip without having to work illegally in the US, and,

3. He will leave the US within the allowed timeframe of his I-94 (usually up to 6 months).

What he plans to do or who he intends to visit is irrelevant to any visa application as long as he doesn't break the law.

I would actually see that conversely, that he has so few ties to Nigeria that he is living in another country. It is extremely difficult for a Nigerian male to obtain a US visa of any description, especially a tourist visa which by law the consular officer has to presuppose is for an intending immigrant unless the applicant can prove otherwise.

Certainly he has only the application fee to lose, but I feel his chances of success are extremely remote.
