From what I've read on this forum and elsewhere, K1 visa holders are in a grey area when it comes to driver's licenses. FL law requires residents to have a driver's license, but nonresidents can continue to drive if they possess a driver's license from their home country (http://www.flgov.com/2013/04/02/governor-scott-signs-international-drivers-license-bill-at-florida-chamber-of-commerces-international-days/). So, the question is, are K1 visa holders in the AOS process considered residents or non-residents? I guess it depends on who you ask.

You can certainly get a license with the paperwork you have when you arrive on your K1 visa, but the FLHSMV (http://www.flhsmv.gov/) will only issue a driver license valid for the same period that your I94 is valid (90 days after your arrival). Once your driver license expires on the same day as your I94, I'm not sure what paperwork you can use to renew it. You would be able to renew it once you get your EAD/AP card and they will then issue the license with the same expiration date as your EAD/AP.

So, in order not to waste money and to get a license that is only good for less than 90 days, I would wait until you at least get your EAD/AP. That's what we did. If you have a Spanish driver's license, you should be fine in the meantime, because you're officially not a resident with just the I94.

You have to take the written and the driving test.

Make sure to use http://www.gathergoget.com/ to determine what paperwork they require. Print it out and bring it with you since some FLHSMV employees are not that knowledgeable with the relatively unique situation that a K1 visa holder is in.

Let me know if you have any more questions about getting the driver's license.

I somewhat recently got my license in Duval County, FL.

They just required my passport with a valid I-94.

If you can prove you have an international license (this may only apply to English?) you may be able to get out of the drugs and alcohol awareness course and only need to do a short multi choice theory and a short practical test, I think the total i paid for my license was around $76

all in all it's relatively cheap and easy to get a license.
