I am positive I filed the AR-11 online, within a week of moving (we moved in Sept. 1st 2012). However, I got the USCIS "notice of requirement to file joint petition to remove the conditional basis...etc" forwarded by the post office to my new place with my old address on it, so USCIS clearly has my old address on file.

I looked through my emails and I have no record/receipt of the address change (if they even send one is another question!)

Do I go ahead and mail in my I-751, or do I re-submit the AR-11 first or phone them(if so, whom do I phone?) or what?!

I'm panicking a little as apparently it's a crime not to notify a change of address.

USCIS always sends the RoC courtesy reminder to the address you petitioned from, even if you subsequently moved and changed your address on file using an AR-11.

I just completed the AR11 -- File the hard copy and also fill out the online version.

Mail the I-751. You have already done AR-11. Reminders for ROC don't get in the address change loop. They are generated from the address where the green card was mailed. You are fine. Happens all the time.
