Received Noa 1 but confused about the process and time to receive Noa 2

Hi everyone . I am confessed can some please help me , Ok I filed my I- 130 for my wife and child and received my NOA-1 by email and then hard copy in the mail I filed in april and when I got my MSC number it said my wife and child priority date is May 2 . Now this is where I need some help I checked the status and it say that it is in the insial stage so I waited a while then checked it again and it say that the Vermont service center average is 8.4 month, now what my question is does it take 8.4 months for the whole process or 8.4 months just to tell me that the I -130 has been approved where i am confused is that I know they are suppose to send me a bill for the AOS ad when I pay that I will get the AOS package also I know that they are suppose to send my wife that form where she assigns a lawyer or in this case me I forget the form number and then i know that my wife has to fill out the DS230 which is already done just waiting on them .I ask this because when i was looking at other people on here it looked like the time between the NOA-1 and NOA-2 for some people was only a month or so and sept 2 is 4 months and i have not heard anything. I understand that during this stage they check my criminal background and make sure that i am not a threat to national security but I have not receive any request for info or anything .and I do not know if i am suppose to wait till the 8.4 months go by or if I should call now ..So the main question I need cleared up is . Is the 8.4 months the total time from the I-130 and getting the visa or is is just how long it take to tell me they approved my I-130 and then will I have to wait anther 8 months for the AOS and the DS230 and my wife getting an appointment and seeing the doctor .Please can someon tell me what is the process .Thank you in advance .

It's 8.4 months for processing of the I-130 by USCIS and then your package will be sent to the NVC for processing of the DS-230 and 3230 plus the I-864 (Affadavit of Support). Once those forms and fees are paid, your package is then sent to the local Embassy where your wife will be notified of the appointment date, where she will need to bring the results of the medical exam etc. Right now the estimate time that I've seen is somewhere around 12 months from the time the I-130 is submitted until the visa is granted at the embassy. It can take longer, or always be shorter. Right now I'm at 4.5 months since submitting the I-130 and we still haven't heard anything.

One thing I am confused about is that you said you got an MSC number which isn't that the National Benefits Center? So the processing time of the Vermont Service Center means nothing for an application sitting at the NBC.

Processing times given by USCIS about their centers are just for the approval on the I-130. After that it will depend on how fast they take to send it to the NVC then how fast you send in the required forms.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Yes that is true. They are currently not publishing processing times for the I-130 at NBC. The new location opens the end of this month where they will start processing all I-130s, but I think until that place opens no one really has a timeline. According to the VJ timelines my application for my husband should be approved in December, but since we have not seen many, if any, approvals of stand alone I-130s its really all a guessing game. If you call USCIS is they are saying 6 - 9 months.

it may or may not be at a local office

there are no timelines with dates available for msc or local offices

if you file is at a local office, you can do a workload query and guess from there

DS-230 no longer supported. DS-260 replaces DS-230. I got approved at 4 months (thank god), but could take longer from NOA1 to NOA2. Currently on my 9th month in the overall process. Just submitted my DS-260 because I was the lucky few who submited the DS-230 at the cutoff point. But overall give or take about 1 year from point A-Z.
