Hello,

We have received the NOA2 and are now waiting to hear from the US Consulate in Paris after they receive our application file.

I will be gathering all required police certificates for the interview, but i have one problem. I lived four years in Cambodia and i understand this means i need to provide a police certificate from Cambodia. But the problem is i left the country over a year ago, so it is very difficult for me to get said certificate - the certificate must be requested with the Cambodian ministry of the Interior and there doesn't seem to be any option for people no longer living in Cambodia.

My question is this: Could it be problematic to go to the Consulate without a Cambodian police certificate and simply explain my situation (yes, i lived there four years but since i no longer live there, it was impossible for me to get the certificate)? Would it be possible or likely for the Consulate officials to be understanding or... is that a bad bet?

we had a similar issue with my fiancé and we just wrote a letter explain we are unable to get a police certificate based on the fact that I do not live there no more and I quoted the paragraphs from the travel.state website. My fiancé had her interview yesterday and was approved

Hi,

Well I don't know about the consulate in Paris, but in Vilnius when I got the packet 3 there were instructions in there saying that it is impossible to get the certificates from some countries and that a complete list of these countries can be found here http://travel.state.gov/visa/frvi/reciprocity/reciprocity_3272.html

Now I see that the link is no longer working, but maybe if you dig around you'll be able to find some useful info.

Hi Teya.

Cambodia is not on the list of exceptions anymore, so you need to present a police certificate. But my problem is that i'm no longer in the country so it's very difficult for me to procure it.

Have you tried to contact Cambodian Embassy in France. May be they can assist you. I know some countries do that thru their embassys.

I'm not sure if this wil help, but hadthe same case. I think it will depend on the country you lived at if they give certificates. In my case, I only lived for 7 months outside my home country. But still they required me to have a police clearance. Even though I don't live there anymore, and it's almosta year after since I came home. Better call the embassy or inquire on government offices in Cambodia and ask.

Having stayed in Cambodia for over a year myself, you may find this an impossible task. Was your residence/lease ever registered with the authorities when you lived there?

Showing up in person in Phnom Penh and handing over a few hundred dollars+ in bribes to the appropriate officials is the only thing I can recommend.

Have you called/emailed the French embassy in Phnom Penh and asked them what you can do?
