There is really nothing to it for you to get married. You will need to follow the law in the state where the wedding will take place. There is no restriction to the groom in regards to the type of visa.

As to what you need to do next, will depend on your plans.

Check out the link from the Dept of State in regards to family sponsored visas, where you can find how to start the process and the forms the US citizen will need to file, in order to apply for a CR1 visa, if that should be your case.

Marrying someone while he is a tourist in the States? With a Tourist Visa. What do we do,?

Getting married on a tourist visa is fine, but if you're planning on filing Adjustment of Status for your new spouse to become an LPR you might run into some problems. You might be committing visa fraud.

02/11/2014 - NOA2: Approved!

NVC:

02/21/2014 - I-130 Received by NVC

03/28/2014 - AOS Invoice Paid

04/02/2014 - IV Invoice Paid

04/03/2014 - DS-260 Completed

04/10/2014 - AOS & IV Packages Received by NVC

04/30/2014 - Received I-864 Checklist

05/05/2014 - Revised I-864 Received by NVC

05/28/2014 - Case Complete!

Consular Processing:

im not a lawyer and not a expert on the law!!

but i belive it's perfectly legal ... people fall in love unexpectly and get married .. Good example is Vegas :)

but if they prove he applied for the tourist visa and intended to marry someone ... then this is visa fraud.

I would recommend talking to a immagration lawyer, I believe they offer 20 free minutes for legal advice also you can ask immagration lawyers questions online ... forgot the website but it's also free.

Not necessarily.

If there isn't the intent to come to the US to get married, there isn't fraud.

We adjusted from VWP and had no issues.
