You need to check your jurisdiction where you plan to marry. I can tell you what is needed in MN but that won't help you.

YMMV

Some of the states require a SSN but many others don't. But in any case, its a good idea to apply for the SSN about a week or 10 days after arrival - it's needed for everything else - Bank accounts, lease/rent agreements, driver's licese/state ID, health insurance etc. - Good Luck

Definitely depends on the jurisdiction you are in. Easiest thing to do is check with your city clerk's office.

We got married in Virginia and when we went to get the marriage license I came prepared with my Canadian passport and provincial birth certificate just in case and he had all his ID with him (he's a USC).

They didn't even ask us for any ID at the clerk's office! They just took our filled out forms (which didn't even ask for much info), had us swear an oath that we weren't close blood relations or incompetent and issued the license. How crazy is that?

Then again, 1st cousins are allowed to marry in Virginia...

What is a certificate of single? Do you mean the document from Morocco that says that he is not married? I doubt you would need that.
