i am confused with what i need.

in the picture i have posted, do i just submit the letterings all in bold with the asterisk (About foreign documents) ?

or do i need to submit the items below the black line ??

Intent to Marry, etc..

i have submitted...

-multiple pictures of my fiancee and i together

-my birth certificate (Born in the US)

-my fiancee's birth certificate (Japan) translated by her

should i make a copy of my passport of the times i have been to japan?

receipt for the engagement ring?

The wording at the top is just to let you know that if you submit something in a foreign language then it must be translated.

They are asking you for the following 3 things:

1) intent to marry statements from both the petitioner and beneficiary

2) a statement of how you met (online, through friends, chance encounter while vacationing, however you came to know each other)

3) proof of meeting with the 2 years prior to filing (boarding passes, passport stamps, etc)

Going only from the pic you posted.

Tthe part above the black line, with the asterisk, is just a reminder that any document not in English must include a certified translation into English.

The evidence that they are asking for is below the black line.

You need to show:

Intent to Marry. A signed and dated statement from each of you showing your intent to marry within 3 months of arrival in the USA.

and EITHER:

[Evidence showing that you have met in person within the 2 years before your filing the petition.

[1. "Circumstances of Meeting" A statement (signed and dated) telling the circumstances of your meeting.

[2. "Last Personal Meeting" Evidence of your having met in person within those 2 years before the petition, such as the examples they note.

OR

[if you have not met in person, you must ask for a waiver of the meeting requirement, based on the "Extreme Hardship Waiver" or "Violation of Customs" rules; and show evidence of that.

You dont need to show both.

Boarding passes, passport stamps, and receipts with your name on them or bank statements of credit card activity there, are all pieces of primary evidence that you have been there and should be included in your reply

ah i see alright. thanks a lot!!!!! i got confused because my fiancee's birth certificate was translated by her. especially since it was in bold with an asterisk too! thanks a lot for clearing that up!!! =D

Hmmm, self translating? Personally, I would only submit translations by a competent third party, with their certification.

Intent to Marry, etc..

1) Did you initially send in Letters of Intent signed by each of you (original signatures)?

2) For #18 Did you describe how you MET IN PERSON for the first time (not how you met online or whatever)?

3) Did you initially include copies of your passport stamps from visiting your fiancée? Copies of airline tickets? Just what did you include as primary evidence of meeting in person? Pictures are secondary evidence?

If you didn't do those things... that is why they are asking now.

No matter, give USCIS everything that they have listed and returned all per the instructions with the RFE.
