As much as I check my status on uscis, Since Feb my Alien Registration number was changed...It has been STUCK.....Just got a beep on my phone and saw a email from USCIS...I froze..I thought this was it!!!

turned out its not my approval but it was saying on June 21, they transfered my case and to follow instructions on the notice. Where did it go???

Probably Texas. They seem to be moving lots of cases in your time group there.

It went to the National Visa Center. They'll then forward it to the embassy in your fiance's country, who will contact your fiance with further info :)

No. The OP was not yet approved. It was a transfer notice of pending case.

Or did it go to another service center like Texas?

Approved cases clearly say "we have approved this I129F PETITION FOR FIANCE(E)" when you check your status on the USCIS website, so you'll be able to see if that is what you received.

I believe the petitioner will get a physical letter telling them where it went. It'll probably be Texas though, so you should follow the other people who's petitions got moved and see how they fair. Texas is approving petitions though, so try not to worry too much. VSC is just overloaded, I guess, and they're trying to spread the load so more people get approved.

If you're file was transferred from VSC there is a chance that it might be brought to Texas Service Center. I belong to those who were transferred (December Filer). I think TSC has more approvals than VSC :) just wait for the actual notice to know :)

Im a feb filer and got transferred to. I'm not sure where but I have been looking at the time lines of dec and jan filers who were transferred and they were approved within two to three week of the transfer. So, this could very possibly be great news for us.
