N-600, Application for Certificate of Citizenship for Minor Child

My son already has his US Passport and Passport Card but I decided to completely close the door with USCIS for him before his 18th birthday. And, this way, if he ever needs this certificate, he will already have it in his possession.

Haven't gotten the receipt in the mail yet, but received the email notification yesterday with the receipt number.

All the previous threads that I have read say that the N-600 cannot be tracked online, i.e., no case status is ever available. However, when I put in the receipt number, I am able to track the status. For now (and who knows for long) it is in "Initial Review."

Initial Review

On May 6, 2013, we received this N600 APPLICATION FOR A CERTIFICATE OF CITIZENSHIP, and mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or contact our customer service center at 1-800-375-5283.

Unfortunately, the processing time for this form in NYC is 9.6 months.

Now, I decided to file for this paper for my son. I am not advocating either way for it. It is just something I wanted to do for him (just in case). The US Passport and Card that he already has is proof of his US Citizenship already.

The following is the list of items that I included with the application:

1. Two identical passport photos (taken within 30 days)

  • Pencil name and A-Number on back of each

2. Copy of child's birth certificate

3. Copy of my birth certificate

4. Copy of my marriage certificate

5. Copy of my divorce decree

6. Copy of my naturalization certificate, US passport (biographical page)

7. Copy of child's Permanent Resident Card

8. Copy of Child's US passport (biographical page)

9. Proof or required residence or physical presence

  • School records
  • Tax transcript

Have been many posts on that N-600 on this section. I agree with you about wanting to close the door with the USCIS, also closes that I-864 contract we were forced to sign. But vehmently disagree with the USCIS's use of the word, "automatic". Another consideration is what happens when that child turns 18? At that time, they may wish to return back to their home country.

Gave my stepdaughter that opportunity, even gave her a plane ticket for a visit and waited, what she remembered as a child, and what she found when she got there, she indubitably wanted to come back. Decided to buckle down and go to college, not much future here in working for Macs.

Still feel the USCIS and DOS should be one agency, while both are under that crazy Homeland Security, still make their own different laws. You may be a US citizen just like your were born here with the USCIS, but sure aren't with the DOS.

My kids were admitted as lpr and received an US passport. Now I would like to apply for a Certificate of Citizenship. Do I have to attach proof of residency? Because some family problems we live currently outside US, but there are many factors so I don't want to wait till we will go back to the states. Thank you.

I don't think you need proof of residency in the US as your kids are already US citizens and nobody can tell them how long they can stay out of the US. I would send a copy of green cards and copy of info page of the US passports with your naturalization certificate. Their birth certificates. I mean I don't know why does USCIS demand a lot of proof when you have already a passport. They just need to print those certificates I mean you ate a citizen already lol.

I apologize in advance if what I'm about to post seems dumb, but since you didn't provide any details with your question (perhaps there are no details to provide), I'll give you the simple answer that applies to most cases.

Go to http://www.uscis.gov/n-600 and see where they tell you to file. The information on that page is always up-to-date.

That being said, is there anything about your case that would prompt you to think you shouldn't send your application to the Phoenix lockbox?

2005-09-03: met in person

2007-02-26: filed for K-1

2007-03-19: K-1 approved

2007-06-11: K-1 in hand

2007-07-03: arrived in USA

2007-07-21: got married, yay!

2007-07-28: applied for green card

2008-02-19: conditional green card in hand

2010-01-05: applied for removal of conditions

2010-06-14: 10-year green card in hand

2013-11-19: applied for US citizenship

2014-02-10: became a US citizen

How old was your son when you applied for the N600? I have applied for my son's N600 3 months ago (age 9) and I just got a notice that he is in line for the oath ceremony, no date scheduled yet? I thought that a child did not have to attend an oath ceremony if they are under 14. Just wondering what your experience was with this... did your son have to do the interview and oath or just oath?

That's weird for you unless things changed over the years. My understanding was for minor children like yours, the parent would go pick up the certificate and that the minor child would not have to take the oath.

My son was over 14 and under 18 so he had to say the oath but his certificate of citizenship had the same date I took the oath.

Make an info pass to inquire or just wait. Maybe they'll send you the notice to go pick it up

I found this in the USCIS policy manual https://www.uscis.gov/policymanual/HTML/PolicyManual-Volume12-PartH-Chapter3.html

and it sounds like he shouldn't have to take the oath since he is under 14.... so I don't know if the status update is correct and they will actually schedule him for an oath or if they might realize it and just have us pick up the certificate or mail it to us. I guess I have to wait and see what the actual letter in the mail says. I would book an info pass except the office is 2.5 hours away from my house so I might as well just wait for the letter I suppose.

F. Decision and Oath of Allegiance​

1. Approval of Application, Oath of Allegiance, and Waiver for Children under 14 Years of Age ​

If an officer approves the Application for Certificate of Citizenship, USCIS administers the Oath of Allegiance before issuing a Certificate of Citizenship.​ [19]

However, the INA permits USCIS to waive the taking of the Oath of Allegiance if USCIS determines the person is unable to understand its meaning.​ [20] USCIS has determined that children under the age of 14 are generally unable to understand the meaning of the oath. ​

Accordingly, USCIS waives the oath requirement for a child younger than 14 years of age. If USCIS waives the oath requirement, USCIS issues a Certificate of Citizenship after the officer approves the application.​
