No. Interviews are always conducted by consular officers at the designated US embassy or consulate.

Correct. NVC, Embassies and Consulate are all part of the Dept. of State, not Homeland Security, who owns USCIS. But, NVC is IN the USA, so they cannot conduct visa interviews. They set the appointments for many of them but not for any K visas.

You can't. You get no choice in where the interview is held.

Sure, you can request anything but that kind of request must be denied BECAUSE there is only one immigrant visa unit in Pakistan, located in Islamabad. For China it's one Consulate, Guangzhou, for Mexico, only Juarez. India has three but most countries only have one IV unit.

Ugh...this sucks. My wife has no male relatives who can accompany her to Islamabad...

It's not that she can't go alone, it's just not the best of ideas over there, so I have heard.

I guess I better get make sure I have enough vacation days...heh
