My fiancee's interview was Oct 23, 2012. She was told she passed and no other documentation was needed. We have wait 12 weeks for the visa to arrive, called the embassy, sent e-mails and checked the status on the CEAC website. 3 weeks ago it said "ready" 2 weeks ago it said "issued" and last week it said "refused." We don't understand what happened, how is was approved and then refused? Anyone else have this happen? Now we have been told to wait for the letter from the embassy to tell us why the visa was refused. Can anyone give me some insight on this?

Sorry to hear your situation. If you fill in your timeline or explain more in detail any RFE's is applicable or pertinant questions asked to your fiancee then we could help sort this out. Have you contacted your Congressman, Senator etc to see if they can assist you? This seems odd and very unusual as normally Visa's are issues within one week once approved.

Maybe the Embassy doesn't believe you have a bona fide relationship. How did her interview go? Did her interview last more than five or ten minutes? Did the consular officer ask her more than about ten questions? What was the vibe?

During your fiancée's medical, did she admit to any illegal drug use?

I think it's better not to speculate and just wait for this letter from the embassy. The speculation will make you crazy. Sorry for your setback. Hope it can be worked out and overcome.

A friend of mine petitioned his fiancée through the U.S. Embassy Manila. She was denied because her CENOMAR (CEMAR) showed that she was still married to another Pinoy.

She thought her marriage to the other Pinoy was not valid because the other Pinoy was still married to yet someone else. She needs to get an annulment from the other Pinoy.

My friend did not know about her marriage until after her denial. Imagine his shock when he found out about this mess.

Her interview was quite lengthy, she was at the embassy all day and there were 4 different interviews. I have been to the Philippines twice, once in 2011 for a week when we met and another 2 weeks in 2012. I kept all of the receipts, pictures and such and sent them in with the application for our proof of our relationship. She passed her medical no problem, never used any drugs, never admitted to using any drugs, never been married, never been out of the Philippines and does not have any criminal record. I have seen all of he records, thats what makes the refusal of her visa so bizare, especially after the CEAC website was showing it was issued. And yes, the letter from the embassy hopefully will give us the answers we need. I was just curious if anyone else had ever head of this before.

Good question, if she got the passport back that day it was a denial!!! That is your immediate answer.

What were there questions and answers? Do you mean that she was interviewed by 4 different officers, or did she just hand in papers to one, then one to the next to interview?

One thing you could do is look at the K1 embassy reviews and compare her interview with the other reviews in there(http://www.visajourney.com/reviews/). Better yet, have her look at it. She was there and she might have forgotten about things until seeing them again. Other than that, how about calling DoS and ask them what the status of the case is:

"For inquiries about visa cases and the application process call: 202-663-1225."

K1 process, October 2010 > POE, July 2011

I-129F approved in 180 days from NOA1 date. (195 days from filing to NOA2 in hand)

Interview took 224 days from I-129F NOA1 date. (241 days from filing petition until visa in hand)

From filing I-129F petition until POE: 285 days

EAD/AP Approval took 51 days from NOA1 date to email update. (77 days from filing until EAD/AP in hand)

I have no answers, but a couple of questions come to mind.

Could this be a shipping issue? Wrong address for instance.

Also, is it normal for it to take so long for the passport to be returned to it's owner after the interview? I thought I had been reading that it was normally a couple of weeks.

Called that number, all they can tell me it is still under andmistrative review. She was asked the typical questions by 4 different consulars. The last one told her that she passed the interview and her visa would be issued. In regards to the lady who I talked to in DC at the suggested phone number told me to send an e-mail to the embassy or call Manila as she didn't have any info that was new to me. Already did that, the circle goes on and on.

I feel for you both. No one on VJ likes to see folks have delays. Keep the faith and keep pushing. Did you try the Congressman, Senators etc route. This has been too long bro. Good luck to you both
