December i-130 Approvals Waiting for NVC

I read some where in the website that we have to pay new immigration fee that after getting visa and before entering U.S.A

Ladies, when do we have to pay for the new Immigration fee? Im not sure what it was but Ive read about it somewhere. Im petitioning my parents. Thanks!

US consulate :Bombay.
29th January 2012:marriage
9th April 2012: i130 sent.
17th April 2012: NOA1 received...
13th December 2012:NOA2 received......
08th January 2013: Case number assigned by NVC
08th January 2013: paid AOS and IV bills.
28th January 2013: Sent AOS and IV packages to NVC..
20th February 2013: NVC sent checklist about our PCC ....
25th February 2013: We responded to checklist.
26th February 2013:Case completed....
4rth April 2013: Interview date...
Interview result: Approved

06th June 2013 : Reached USA

29th june 2013: Received conditional greencard...

14th March 2015: I-751 package sent to VSC.

18th March 2015: USPS delivered my package.

22 nd September: Approved for Permanent Residence Card.

25th July: NOA1 for N-400.

You pay once you receive the VISA $165 paid on the USCIS website to cover the green card handling free.

I called today NVC and Customer Service mention that they have reviewed documents for my father and everthing is good and case is closed. Customer Rep mention now wait for interview date.

Service Center : National Benefits Center

Consulate : Mumbai, India

I-130 Sent : 2012-09-10

I-130 NOA1 : 2012-09-12

I-130 Approved : 2012-11-30

NVC Received : 2013-01-07

Received DS-3032 / I-864 Bill : 2013-01-24

Pay I-864 Bill 2013-01-24

Receive I-864 Package : 2013-01-24

Return Completed I-864 : 2013-01-28

Return Completed DS-3032 : 2013-01-23

Receive IV Bill : 2013-02-04

Pay IV Bill : 2013-02-04

IV Package (all documents) sent Feb 7th 2013.

Case Completed at NVC : 2013-02-21 (Called NVC and Customer Service rep mention case is closed and all documents are good)

NVC email for Checklist (PASSPORT POLICE CERTIFICATE) - Feb 22nd 2013 ( I called NVC and NVC mention that Carry document during Interview)

Email Received for Case Closed from NVC : Feb 28th 2013

Interview Date : Aril 1st 2013

Visa Approved

Collected Passport : April 4th 2013

Paid $165 : April 4th 2013
