Tourist visa 4 dad, punished 10 years ago

So, my dad was punished 10 years ago(2002) with his tourist visa canceled, because he stayed more than the 6 months that he was authorized to stayed in the US. His tourist visa was canceled and the consular officer told him to reapply within 10 years, which was the punishment to him for staying more than the authorize...

Now that his "punishment" is "suppose" to be over, he wants to go to reapply, but they told him that for this he had to pay like a waiver fee or some amount of money plus the regular fee that all US embassy charge for applying. Do someone knows if this is true?? Cuz as far as I know waivers or "perdon" is just for people applying for residence or a non immigrant purpose.

A tourist visa is a non immigrant visa. He had a ban before, they aren't going to easily issue a tourist visa to someone with a history of overstaying.

If his ban is up then it would just be the regular application fee.

His ban may not be compeltely up yet, depending on when in 2002 it was issued.
