I am filing for K1 pretty soon. I was looking at the processing times for all the four service centers, but the instruction for 129F states to file the application to Texas Center for all the US citizens living here and abroad. I have seen various timelines here in Visajourney which suggests people have filed to other service centers as well. Has it changed for all the states, or it will be forwarded to another service center after getting there (Dallas Lock BOX)?

There are only two service centers that process the I-129F petitions -- California and Vermont. However, you mail the petition and supporting materials to the Dallas Lockbox, which is not the same as the Texas Service Center. At the lockbox, your payment will be processed and then the materials will be sent on to California or Vermont for review.

You mail all I-129F petition to the Dallas lockbox. They will be processed and sorted there. It is an intake center. Petitions will be sent out from there to one of the 2 centers that adjudicate I-129F petitions, Vermont or California.

You cannot go wrong with following the instructions from the USCIS website for the I-129F: http://www.uscis.gov/files/form/i-129finstr.pdf
