DCF in Spain?

Can anybody help me in my case? :help:

I am a US-citizen and I was born in United States. However, I have not been a resident of USA because of family we moved outside of USA when I was 2 years old.I got married three years ago and then we moved to Europe to continue my education in Sweden and Spain.We have stayed in Spain for more than 2.5 years and now we hold a resident permit of Spain till Jan 2013 as a student. We are looking for the fastest and easiest way to move to USA to establish there for living and work within 6 months.As I read about the DCF I found it interesting and I want to apply for my husband. However, there are some problems:

1. Is DCF suitable in my case? is DCF still applicable in embassies?

2. Can I apply for DCF in US emabbsy at Madrid? becasue they notice that in their webpage : "U.S. Citizenship and Immigration Services (USCIS) has announced that effective August 15, 2011, petitioners residing overseas will no longer be able to file the Forms I-130, Petitions for Alien Relatives, with U.S. Embassies or Consulates. They will be required to file forms I-130 by mail with the USCIS Chicago lockbox."!!!!??

Please let me know how I can do it asap, :help:

Spain doesn't have a USCIS office, so you will need to send your I-130 to the lockbox in Chicago.

Our timeline:

01/11/12 - Submitted I-130s to Moscow USCIS in person

01/12/12 - Had interview with Moscow USCIS officer to establish bonafide marriage

01/12/12 - I-130s approved and passed to US Consulate

01/13/12 - IV Unit in Moscow received approved petition

01/23/12 - We received confirmation that I-130s were approved by USCIS

01/24/12 - We received package notification from post office

01/26/12 - Picked up "package" - notifications from IV Unit with case numbers

01/26/12 - Set interview date online

02/01/12 - Passed medical exams

02/02/12 - Received police record

02/09/12 - Interview... APPROVED!

02/13/12 - Visa delivered

02/23/12 - POE Chicago

Spain does not have a USCIS field office, so there is no DCF there. Residents of countries with USCIS field offices can do DCF. You'll file the I-130 to the Chicago lockbox. If you use your international address where your wife and you reside together, you may get put through the I-130 stage faster than those filing from within the US (this started happening recently, though it has not been universal and it does not seem to be an official policy for USCIS. A few people have reportedly it anecdotally here in the past 6 months).

my question now is that : Since I have not been the resident of USA does it make any problem for me?

Thanks for your help.I will go to fill in I-130.Wish me luck to get it ASAP.

Now the only question is that: since I have not been a USA resident does it makes any problem in terms of Tax and etc.? Because I have been always(since I was 2 years old) outside of USA and I didn't pay anything.

I would appreciate any help and comments,

You don;t need to pay taxes, but as a US citizen, you were supposed to file tax returns. You can back file with the IRS, and will need to do so for at least the last three years.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

You don;t need to pay taxes, but as a US citizen, you were supposed to file tax returns. You can back file with the IRS, and will need to do so for at least the last three years.
