My fiancé and I are getting married in Spain. He is a Spanish citizen and I have legal residency in Spain (and potentially anywhere in Schengen space if he were to move there). Now that DCF is limited to US CIS offices abroad, could we potentially go to London/Rome/Frankfurt and file or am I stuck with the Chicago lockbox as I suspect?

Also, is IR1 the best option for us? Looking for absolute minimal downtime between POE and him being authorized to work. Thanks for all your help!

Unless Spain have a USCIS office you will need to file to Chicago lockbox. If you are getting married then you will need to go the CR1 route which would allow to your spouse to recieve a conditional 2 yr greencard upon entry as well as work authorization. Then after 2 years you will have to file for ROC, so you can recieve permanent GC.

DCF is only open to USC's that have legal resident status in a country that has a USCIS office at it's embassy. You must meet both conditions to file DCF , have the office available an a resident status ( not long term visitor )

This will not be over quickly. You will not enjoy this.

You'd need to move and be legally resident in the UK/ Germany for 6 months before filing DCF via them, so no time saving.
