Timeline

Hello all,

I am posting on behalf of my mother but she isnt a great typer:p

She has a nephew (her sisters son), who is turning 21 on the 9th of March. His mother passed away before he was 2 years old due to a terminal illness. His father died in a motorcycle accident about two years ago. He lives and works in Montenegro on his own and supports himself, but hardly. He has been threw horrible things in his lifetime including people trying to take advantage of him because he is an orphan, promising to "help" him, in return trying to take away the only assets he has left. He is under major depression without any family members and with such bad fortune and hopelessness he sees in his life.

He has tried in the past 6 months two times already for a tourist visa just to visit his aunts here and us cousins of his. He is optimistic about this and says he will try again. However, I see this as pointless because just visiting will not benefit him much - only temporarily happy.

Is there someway to get him here?

For non-family based immigration - if he has completed highschool and has a diploma or work experience, have him play DV lottery (starts in October/November for FY14).

Timeline

Even as an orphan an adoption would have to occur before he was 16 to have any effect on the ability to immigrate , he is an adult even in immigrations eyes in the next couple of days and has the same immigration options as any other adult in the world. ( which isn't a lot )

This will not be over quickly. You will not enjoy this.
