Does USCIS usually send RFE before sending a letter for bio appointment? In other words if you received a bio appointment does that mean you cleared any possible RFE?

They do not usually send RFEs as RFEs indicate a mistake was made. But for those who do get RFEs they can happen at any point, even during or after an interview. It all depends on what the RFE is for.

Yes, RFEs can happen after you receive the biometrics letter.

If they find something wrong or missing from your application, then they can send you an RFE at anytime. They can even give you an RFE at your interview, if you have one.

I think their needs to be a RFE board game like monopoly, with a do not pass USCIS box. Trying to lighten things up here. Seriously, i found an RFE process simple to deal with, just slowed us down by a month. And it was the attorneys fault, we did not use one for AOS.

.. RFE's are quiet a shocker! Unfortunately they could be recieved at any time during the whole process,even during interview! The best way to always avoid them avoidable is to always double check/triple check all paperworks are correctly filled out,signed and dated where needed. Also for the I-864,make sure your petitioner/co-sponsor preferable gets their tax transcript which shows all the tax info the AO/IO needs to verify eligibility.
