Nope. In April 2010 when we submitted the I-130 for my step daughter, the national goal, average, and California processing time was 5 months.

Last month I asked my senator to check what was taking so long just for the approval (realizing that a visa was not going to be available for years).

The Senator's immigraton liason sent me a copy of the email from USCIS which stated " your constituents application is still well within normal processing time".

Lol, I went on line and checked. Yep they changed the California processing time from 5 months to 17 months for LPR with over 21 child.

It seems a trend that at any given time, either CSC or VSC is slower. Last year this time VSC was at the same pace that CSC is right now. Then for whatever reason (probably pressure and resources freeing up) they catch up.

It could be for any reason. They may have been backed logged in a different type of visa, and workers are pulling their resources to those visa types. There's no way for us to know. Not to mention every state ran institution has suffered the budget cuts in California ... I wouldn't be surprised if the slowing down is also in relation to a lost of resources.

How are you determining the CSC has slowed down? If it's approvals on Igor's list, that can be a bit of an indicator, but at this time of year, not only might the USCIS be slower, but people may be less active in updating their timelines.

Assuming it is slower, there are many possible explanations. Holidays can play a role, if many of the staff are away. Furthermore, the adjudicators tend to get reassigned to different visa types depending on management priorities. It's clear they try to keep a backlog of everything, and I suspect they simply switch priorities depending on which are the most backed up - and I believe there is a general priority given to employment related visas.

Hang in there, it'll be over soon.

You determined this how?

FWIW in almost any business the months of November and December are considered like "one month" in terms of productivity in general. Besides Thanksgiving and Christmas and New Years, you have government workers that only work four days per week (10 hours each day) and when the holiday falls on a weekend they get an extra day off for the Friday or Monday that they already take off, which makes it a great time to take a vacation. Your petition stays in the cubicle of the vacationing adjudicator awaiting their return.

I hope you did not think that unlike other government workers, USCIS employees work 24/7/365

The ski resorts in Vermomnt are open, so if it is snowing the employees call in and say they can't get to work, then pile in the SUV and drive up the mountain to the ski lifts! I am sure running into the CSC with bare feet and yelling "Surf's up!" may have the same effect.

Sounds like the part of California I originate from is having some

heavy rain ... so they may be declaring their own snow day (of fun)

in the local mountains
