No matter what choice you make you will need to overcome the Consulate's determination that you don't have a bonafied relationship.

Even if you were to marry and file CR-1, you'll STILL need to better prove the legitimacy of your relationship and/or marriage. Simply marrying and filing CR-1 is not a certain approval.

No just getting married will NOT automtically solve the problem that the Embassy seems to think your relationship is false. You need to provide better evidence than you have so far to prove it is real. Waiting and generating more evidence is usually what helps.

How often have you visited eachother?

What bonafide relationship evidence did you submit?

Give details about you both.how long you being together,how you met,what were the documents (showing ongoing relationship between you both)

How many times you visited.How many times your fiancee applied for American Visa and what type of Visa,give details about the questions asked from your fiancee.You can try to involve your congress man/Senators.
