The entire form looks insane! It looks like it is a form for a tourist visa not an immigrant visa! On questions 25. through 29. they ask him who he will staying with for business or pleasure and how long he plans to stay in the U.S. Is he supposed to answer "forever"? It also asks if he will be working and what the purpose for his trip is! Does he say, "Yes, when you grant me permission to work" and "To marry my fiance".

How are these appropriate questions for an immigrant to the U.S.?

How can he have an estimated arrival time when it is all based upon them approving the visa?

You can guess the date because the K1 Visa interview will be done within 4 months after you've got the approved letter.

Then you can estimate like DaveE said to you. Don't leave a blank on their questions. Just keep going with your strong mind.

If you don't mind to send inquiry email to US Consulate where is located at your country.

I send inquiry email several times. They send me after 3 days that they have got my email.

I live in Sydney. Just do your best. Cheers!!!

My fiance is beginning to fill out his DS-156 and question 22 asks, "When do you intend to arrive in the U.S.?"

How is he supposed to know the answer to that question if he is not going to buy his ticket until he has his visa in hand? Does he leave it blank?

He can leave it blank. It say right in the box 'Provide specific date if KNOWN'
