chicken and egg of domicile/job and visa approval

i don't understand how you get a visa. the nvc/embassy (montreal in my case) wants proof of domicile. i.e. job offer or actual job. but an employer doesn't want to offer a job if the prospective employee can't move due to immigration. so how does one complete the process?????

one side or the other has to commit. i.e. either the embassy has to say "yes, here is your visa we trust you'll get a job there or your visa will expire." or an employer has to say "here is a job offer, get immigration done (which may take 3-6 months) and then come work for us."

the more i read it seems that most have to have a job lined up before getting a visa.

but is there any way to get the visa approved AND THEN get the job after?

fyi: going through nvc now and doing for spouse/children. doing electronically through montreal. petitioner is usc living with family in canada.

You could move to the US and obtain employment, even if that means living with family and friends for a short time. What do you plan on doing for housing/employment when you arrive in the US with your family in tow?

Why do a USC need a VISA? The USC must prove proof of domicile, not the immigrate in doing DCF.
