You have to be married for her to get on your orders to be able to move with you.

With a k-1 you have to get married in the USA. Then you have to stay there and apply for AOS. Sounds like you may have picked the wrong visa.

K-1 visa is a one time use visa. You use it to enter the US, and must get married in the US within 90 days of arriving. The visa is good for 6 months though, meaning once she gets the visa, she can take up to 6 months to enter the US to get married. I am not sure if having that 6 months waiting period could help you.

Question

If I am deployed working for a U.S government over in germany and my fiancee is over in paris france and she gets approve for the K1, do I have to be with her in the U.S? or can I make some application/submission to have her be with me where Im station at?

Why not marry and live together in Germany? When you are preparing to move back to the US together, apply for a spouse visa.

You can marry overseas and still apply for immigration visa you are there you are on orders from the government your home of residence in the states does not change. My soldiers did this all the time when they married third party nationals in Korea. Good luck ....and yes DEPARTMENT OF THE ARMY civilians did it as well..
