Hi,

I'm an American residing in Japan. My Japanese fiance and I are planning to marry in Japan and travel to Australia for one year together from next April. I was sad to hear that DCF is ending in August, so it looks like we have to apply through the USCIS main office (the slow way).

Is there any issue with us both living in Australia during the application process? I'm just concerned since she won't be living in her home country and neither will I.

When you ultimately file, you will need to show that you have a US domicile. Other than that, there is no issue with either of you being in Australia during the adjudication process.

July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)

When it's time to send off the DS-230 - she'll need police reports. Suggest you figure out how to get them done without her in Japan, now, whilst you two are still in Japan.

DCF is ending in August? Is this the case everywhere??

Beginning August 15th, Embassies and Consulates will not accept paperwork. If you live overseas and the country you live in has a USCIS field office, you can file the paperwork at said field office. If there is no field office, then the paperwork will need to be sent to the Chicago lockbox.

What's the general opinion? I'm in Paraguay- it looks like it doesn't have a field office. Am I better off trying to get my paperwork in now? Is it thought that it will be faster?

For DCF in Paraguay, file ASAP, there is no USCIS office in Paraguay (at least not on the list anyway); just don't get too rushed to the point that you forget to include key evidence with the forms. I will mention that you must have been a legal resident of Paraguay for at least the last 6 months. Also, you will have had to enter on an extended stay visa, extensions of tourists visas usually don't qualify.
