Once the file arrives at the NVC, I will be following the steps to OPTIN to EP.

I am planning after successful OPTIN to email a scanned and signed DS-3032. I have seen posts where people just email that information in following the sample template. If I understand correctly, emailing the DS-3032 would have to originate from the beneficiary's email address. For those who have emailed the DS-3032, is there a confirmation of acceptance?

AOS and accompanying documents with that seems straightforward, scan and email.

When it comes time to send the DS-230, I know this also includes the civil documents (marriage, police, and birth certificates). I also want to include evidence that I sent to the USCIS with the initial petition because I believe NVC personnel will not take the time to scan it in to the system. In addition to evidence I sent to USCIS, I would want to include some additional records to show our communication is ongoing.

March 26, 2009: We become a couple!
September 10, 2009: Arrived for first meeting in-person!
June 17, 2010: Arrived for second in-person meeting and start of travel together to other areas of China!
June 21, 2010: Engaged!!!
September 1, 2010: Switched course from K1 to CR-1
December 8, 2010: Wedding date set; it will be on February 18, 2011!
February 9, 2011: Depart for China
February 11, 2011: Registered for marriage in Wuhan, officially married!!!
February 18, 2011: Wedding ceremony in Shiyan!!!
April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

no, you need not send everything that you sent to USCIS . Only need to send what NVC is asking you on your DS230 & AOS . This also includes TWO passport photos ( US passport ) . Follow everything carefully and deligently so there would be no RFE and delay.

Don't worry, once your case is completed at the NVC , they will send the CASSETTE ( the whole file which includes everything you sent to USCIS on I130 petition) to the consulate in Guangzhou .

1. there's a ds-3032 dl link in the EP wiki - use that version of the DS-3032. The OPT IN email is specific, it must include the signed DS-3032 as a pdf attachment, so she'll prolly be filling it out, printing it out, signing it, and scanning it back in (converting to pdf if needed)

Unbelievable !!! I 130 asks for proof of bonafide marital relationship ; and USCIS is the adjudicator ! and they don't even send ALL the supporting documents to the final inspector who is the consular officer who will be conducting an interview before issuance of visa ??? How then , consular officer can make the determination if he doesn't even have ALL the background necessary that USCIS has been presented with ???

Hey, what do I know ? theory and practice may be different .

It is less likely , in my opinion . If they do this, they can get sued , you know someday ?

For example, for naturalization interview, no decision will be made unless the USCIS adjudicator has the A file .

---Fill DS3032 which is available online. She signs it and scans it. It is OK if you want to send it to NVC attached to OPTIN email. My husband did. No any problem. You will receive an email with new case number starting with GZO. Before it, you may receive AOS ($88) and IV ($404) bills with old case number which are generated before they transfer you to EP. Just go ahead to pay them. If not go through, then wait for days since their system is updated your case to EP.

---You do not need to submit any evidences/documents which NVC dose not ask. It will delay your case. See NVC website. You can let your wife bring them to her interview.

Can everyone use OPTIN or is it for filers from certain countries. What about immigrant from India!

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

Forgive my confusion with this term, I think of a cassette as a small rectangular device that plays back music. I know that's not what you mean but I don't know how the term relates to EP.

Am in correct that Canada can opt in electronically? is there a cheat sheet somewhere online for step by step on all this? and how much time does it shave off the process? I am scared of there being more of a chance that there will be a mistake and the file rejected or delayed.

For Canada, it won't shave more than 3 weeks.

For China, it shaves off 2 to 5 months due to casefile travel time, or the lack thereof.
