Tourist Visa for my brother under 21

I am planning to petition my brother for a tourist visa next year and he is under 21. would it be easy or will be just deny?

You don't petition for anything, he applies himself

He will need to show his ties to his home country. Difficult to say what his chances are until that is known

Does not matter, he has to file his own application; you can provide a letter of support, that you will bear all the expense that’s it.

Other than that he will have to show why he would not stay in US and he would return back home after his vacation.

He will have to provide evidence of strong ties that prove he will return to the Philippine, usually young and attractive applicant has a hard time getting a tourist visa approved. It'll be a #######-shoot.

That actually will make it more difficult. He'll need to prove that he MUST return home - he is young and has family in the US. Again, regardless of his age, he still applies himself, you do not peititon for him
