for Washington state i'm going to say California Serv. Ctr. correct me if i'm wrong. case is filed / sent to Texas where it is sorted

That is correct. You send it to the Texas lock box, and they route it to the service center. You will probably be assigned to California.

Used to be this was written in stone but now the intake facility in Lewisville. Texas will send the case to the service center based on workload and other considerations. Even so, most likely the case will be assigned according to the (now) "guidelines" shown above.
