Is the K-1 NOA1 and NOA2 Receipt Number the same?

Yes they are. The USCIS assigns that case number when they got your petition and cashed your check. Your NOA 2 would still show the same receipt number as the NOA 1. When USCIS sends your approved petition to NVC, NVC assigns another case number relevant to the consulate that would handle the beneficiary's interview. This usually starts with some letters from the consulate. For example, if the interview would be in London, NVC would assign a case number starting with LON. If the consulate is in Lagos, NVC would assign a number starting with LGS. All references from NVC to the consulate would be using the NVC assigned case number.
