I would wait till you are a citizen to file.

my n400 is still pending can i file for my mom who is in the us an they accept it untill but aproved when get my citizenship?

No, you may not. A petitioner must be qualified at the time they submit the petition. You are required to submit proof that you are qualified when you send the petition. You are currently an LPR, and an LPR is not qualified to petition for a parent.

12/15/2009 - K1 Visa Interview - APPROVED!

12/29/2009 - Married in Oakland, CA!

08/18/2010 - AOS Interview - APPROVED!

05/01/2013 - Removal of Conditions - APPROVED!

ditto,

you need your naturalization certificate or US passport to prove that you are a US citizen when you send the i130 for your mom, until that moment you are a LPR.
