Tourist Visa while waiting for Immigrant visa

Hello VJ members this is all about my friend, she have a 24 year old son in the Philippines and she filed I 130 for his son last year and she got a NOA1. Is it possible that her son can apply a tourist visa while waiting for te immigrant visa? HOw does it work? What they will do or what are the processing or what site i will go to?

Timeline

Can always try, however having a petition in process shows immigrant intent, this will need strong and convincing evidence that will not attempt to overstay, and perhaps adjust status in the USA based on the pending I-130 petition when it is approved by USCIS.

I am not 100% sure but I don't think he can apply for another visa while he is waiting for this application to be approved.

Divorced !st November 2012.

In this case the petitioner is not applying for the visitor's visa.

The Beneficiary would be filing a DS-160 to their nearby US consulate or embassy for a B-1 tourist visa.
