My mom wants to sponsor her siblings that live in Pakistan. She's a U.S citizen. Approx. how long does the process take? And if she applies for let say her sister, does her husband and children that are under 21 come as well? What if the children are under 21 now but might be 21 or over 21 by the time she gets her visa? Will they still be able to come?

more than 8 years for now. her husband will come, children over 21 probably not. I don't know if they would qualify under the CSPA.

Approx. how long does the process take?

It is better to file early in FB4 Visa irrespective of timeframe as it is totally unpredictable.Few years ago it was 12 yrs, right now it is 9yrs..I130 approval used to be close to 9 yrs, right now it is done in 5 months.Going Forward there is also a proposal to extend the Electronic Processing which will reduce the waiting time..

And if she applies for let say her sister, does her husband and children that are under 21 come as well?

Husband can accompany immediately and the children will be assessed based on the CSPA rules

What if the children are under 21 now but might be 21 or over 21 by the time she gets her visa? Will they still be able to come?

It all depends on the I-130 approval and per CSPA calculation..
