The waiver is medical related - see http://www.visajourney.com/forums/topic/21125-blanket-waiver-212-g2a/ - read it twice, it's full of stuff and 9FAM quotes.

The I-94 date is what is important - but usually a K-3 has other stamp for 'duration' or 'expiration' as well - because it is used also as a 'transit' visa - it allows a person to go in/out of the USA for two years.

You have up to 2 years to file the AOS package, sure.

IMO - that date was specific to him LEAVING his country, not specific to any 'visa expiration date'.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.
