I am a US Citizen, father to a son who was born abroad "out-of-wedlock". We're living in the States now.

He is a US Citizen, but when I applied for his Consular Report of Birth Abroad I signed a statement of financial support, according to USC 8 § 1409(a)(3). I don't remember exactly what the document said but I don't remember it being a I-864.

I would like to apply for my state's Children's Health Insurance Program (SCHIP) for my son but I do not know if doing this would violate that statement of financial support. We do not have health insurance, and while we are not poor our income is pretty low. It's not Medicaid, I don't think, it's low cost health insurance for children.

Can anyone give me a clue?

Basically it's a long winded way of saying that you are the child's father and that as the childs father you must do all things that claim that child as your own... such as paying for school, food etc. it's also kind of saying that citizenship was bestowed ONLY BECAUSE you agree that this child is yours and treat it as your own. It also means that on coming to the US, your partner and/or child would be able to claim support from you... long story short, it's just like if you had a child in the states except you have a written contract (of sorts) with the government.

The health thing should be fine.

You and your son are citizens and are able to utilize any government program and services.
