Where did you hear this? The fair tax is about as practical as communism, in theory even that system worked. The problem with the fair tax is that is starts to fall in the danger zone of the Laffer curve. Nonetheless, there is a reason why nobody else uses this tax system.

What countries do you is the highly successful VAT/GST, which is similar to the fair tax but ensures tax loopholes are closed. Furthermore, it ensures tax is still collected when people minimize spending, like during a recession. This system works well because you pay a reasonable tax on everything, so there is little chance of avoiding it period. Not even the beloved mega wealthy can avoid it.

How do you understand the fair tax? What loopholes do you see that aren't present in the VAT/GST? A VAT and sales tax are effectively the same thing. In the US, non-end users do not pay sales tax.

If you like, you can implement the fair tax by having an across-the board VAT tax and giving every resident a return check based on cost of living.
