Can iI bring my sister to the US through I130?

I just got my 10 yrs GC last month and don't want to apply for naturalization yet. My question is can I file I130 for my sister? My husband is an American citizen, can we file it jointly? I really don't know what to do but want to bring her here? All input will be much appreciated.

It is currently taking 22 - 23 years once the peitition is submitted for fourth preference (brothers and sisters) from the Philippines

Because Spouse (or soon to be spouse) is considered immediate family.

Ironically the wait for parents of USC is much shorter.

How long is the timeline for parents? I do not want to get my mom and my dad without my baby sister. Well, she is not a baby but she is still my baby sister

A parent is an immediate relative. A visa number is immediately available for a parent of a USC and it would take the same as for IR-1 spouse.

For your parent to file for your sister the category will depend on whether she is married. If not married it will take about 12 years. If married it will take about 18 years.
