Even if it was, using the VWP for immigration intent is ILLEGAL.

Hi

I am finding fastest ways/Visa to bring my fiancee living in Singapore to U.S.

Could anybody advice me to tell me which visa is fastest for me?

check out our timeline,,we even had an rfe and she was still here in usa very quickly on a k-1,,good luck!!!
