At the bottom of DS-230, it says Consular officer's signature.. Does that mean we have to go to one of the US consulate in my country to prove to them that I am the applicant or is there any other way I can get the signature??? I am soooo confused. please help me!

It says...

DO NOT WRITE BELOW THE FOLLOWING LINE

The consular officer will assist you in answering item 45.

DO NOT SIGN this form until instructed to do so by the consular officer

If required and when the time comes, you will sign it in the presence of a consular officer when interviewed

Just leave this section unsigned

No, you do not have to do that. The only thing you required to do is, to fill the form accordingly & sign on the page 2 only. But during interview the consular will assist you in answering item 45 and will instruct you to sign on page 4. Hence, while filling the form, address questions until number 44, sign on page 2, write the date of signature, retain copy for you and send required copies to nvc. That is it.

But I got an email from NVC saying they can't proceed without the DS-230 form?

you will need to complete and sign the ds230 part I. you will need to complete but do not sign ds230 part II. you will not need to take the ds230 form to a consular. when you have completed the form, and attach any documents required, ie police clearance, your birth certificate, etc. you will need to mail that to your petitioner to mail it to NVC directly. once NVC has completed your case, the will forward everything to your consulate/embassy. then the consular will have you sign ds230 part II. do not worry about anything that asks for the consular's signature. as someone pointed out earlier, you do not write anything below the specified line.

So, then you fill it out and sign it according to the instructions that are printed on it when you download it. Those instructions tell you what to do on section II.
