I have a question of how to bring the younger siblings over to the states, I am a US citizen, and my Mother recently passed away, and my Father left the kids for another, and I wish to bring the younger ones here either by student or a different visa, thanks for any help available

If your siblings are over age 18, there is nothing you can do to help them. They are adults for immigration purposes. You could file for them if you are a US citizen, but it will take 23 years.

If the children are unmarried and under age 18, you will need to prove abandonment by the father. I have no idea how you can prove that. You may need police reports, affidavits from child services in the Philippines. USCIS and the US Embassy is going to need official and legal paperwork to show abandonment. You may be able to bring them to the US temporarily on non-immigrant visas. This means paying for public school. You will need a good lawyer to help with this.

you can petition for them as relatives, just check the uscis.gov website to know how to go about it.

just a tip, bringing siblings over to the US takes a lot of waiting, it might be more practical to have a relative look after them if they are minors and help them from here

well it is correct, as of now, the NVC is only processing the F4 category(sibling to sibling petition) for the Philippines with the priority date og 1886. So yea it is 20 plus years waiting time. Check the priority dates in nvs website

You're wrong. It can take Filipinos up to 23 years to petition for siblings. Look at the Visa Bulletin for current priority dates.
