You should have your friend sign up on VJ and get his answers directly. Or at least check the U.S. embassy in Russia web site.

Since I sponsored my wife on both a K1 and a K3, we can state that AO Meditsina provides service far superior to IOM (also called MOM in Russian).

AO Meditsina was professional, clean, and quick. They did require an unnecessary vaccination, but subsequently they apparently stopped that practice after I complained to the embassy.

MOM was abusive and degrading. Very outrageous, sexually abusive. I don't know why the embassy kept them on the list of providers. MOM has close relations, reportedly, with the Russian govt, though.
