No, being more common than murder does not make it a common crime. If it was more common than theft or drug use, you might have a point. It is too frequent of course, and the answer is not providing people with modern chastity belts but to educate. I am quite sure that a prospective rapist, faced with such a device is not going to let the girl go without inflicting some torture of his own.
