You can apply for any job that doesn't specifically require US Citizenship, usually just some certain Fed Govt jobs.

I think you can, unless there is a specific requirement to be Citizen. I work for the local municipal government.

I think the only restrictions (that I've seen) are with the Federal Government or with Police may require citizenship. I work for government and didn't have any issues.
