Read and follow the I-129F instructions under "translations".

As it relates to translations, this question is specifically addressed in the instructions...

Secondly, the alien fiance(e)'s BC is not required for the initial petition

YMMV

im almost certain that her birthcertificate has to be with the petition.....or am i wrong?

You won't find it on the list of requirements. If you don't have it ready, no need to hold up filing. If you have it, I would include a copy anyway.

Sure and why not send in 10,000 pages of e-mails, cards, phone logs, etc.... as well as proof of meeting evidence

that is quite different than saying almost everyone does it... if you read only the instructions to the form when you prepared your submission, why would you ever include it?
