Petitions under IMBRA effects

Friends,

I found this DHS interoffice memo on ILW by searching "IMBRA".

I felt encouraged after reading it.....

Please give your interpretations. What you guys think? Tigre, Aussiewench, what do you think?

Does it mean SCs will wait for FBI check, write their comments about petitioner's criminal background (or lack thereof), then adjudicate...

Does it mean they are working on petitions filed after March 5th?

This has been posted a few times...it states in a footnote that IMBRA guidance will come under a separate memorandum, so I don't know how much insight this one gives into their proceedures.

I think it means that they have no clue how to handle this, no plans for how to fix it and proves that USCIS is a thoroughly f*cked up and inefficient US government entity. If they actually knew what to do, they would have provided the information to petitioners before March 6. I doubt they are working on anything right now.

That is a telegram from DOS to Consulate posts. I think that would be self explanitory.

Maybe it does, under 7 (B)...

(7) EFFECTIVE DATE-

(A) IN GENERAL- Except as provided in subparagraph (B), this subsection shall take effect on the date that is 60 days after the date of the enactment of this Act.

(B) ADDITIONAL TIME ALLOWED FOR INFORMATION PAMPHLET- The requirement for the distribution of the pamphlet developed under subsection (a)(1) shall not apply until 30 days after the date of its development and initial distribution under subsection (a)(6).

Those are for the phamplets, not for a new form.

30 days to publish the pamphlet after it is completed.

And they give 120 days for them to finish the pamphlet.

Does anyone know when is this statement from? Please??
