Mexican drug cartels give hit men OK for attacks in U.S.

EL PASO — Warring Mexican drug cartels have given their hit men permission to cross into the United States to kill their targets, according to warnings received by U.S. authorities.

Police and federal agents told The Associated Press about the warnings today, and official along the border are beefing up security.

"We received credible information that drug cartels in Mexico have given permission to hit targets on the U.S. side of the border," El Paso Police spokesman Officer Chris Mears said. "One of the first things we did was to notify all officers in our department of the situation."

Mears says authorities learned of the threat last week. U.S. Customs and Border Protection and Border Patrol officers have also been told about the threat and have ramped up security at border crossings.

"We are aware of it and we are addressing it," Chief CBP Officer Rick Lopez said. "CBP is on heightened alert ever since we became aware of the threats in Mexico."

Drug cartel violence has claimed thousands of lives across Mexico this year. Nearly 800 people have been killed this year in Ciudad Juarez, a hard-scrabbled city of about 1.3 million people across the Rio Grande from El Paso.

More than two dozen gunshot victims have been taken across the border for medical treatment in El Paso, prompting security lockdowns at the county hospital and raising concerns in Texas that the violence could spill across the border.

U.S. turns over Mexican accused in 19 slayings

LOS ANGELES - A Mexican national wanted in connection with the 1998 drug-related massacre of 19 people in the Baja California resort town of Ensenada has been captured and turned over to Mexican authorities, U.S. immigration officials said Sunday.

Officers confronted Jesus Ruben Moncada, 33, at his Los Angeles home Thursday night as he took out the garbage.

Moncada, who did not resist arrest, was taken into custody on administrative immigration violations and was returned under heavy security Friday to Mexico where he faces first degree murder, attempted murder and kidnapping charges.

He was being held at a Tecate, Baja California prison pending court proceedings, according to the Mexican Attorney General's Office.

Moncada told officers he fled to the United States in 1998, illegally crossing the border near San Ysidro, according to the U.S. Immigration and Customs Enforcement.

Prosecutors contend Moncada was a high-ranking member of a Felix Arellano gang, which carried out the killings to prevent the rival gang's marijuana-smuggling operation from becoming too competitive with theirs.

Moncada had been using his real name while living in the U.S., DeMore said.

The interview went well,they told him it will take another 6 months for them to adjudicate the waiver
March 3,2009-US Consulate claims they have no record of our December visit,nor Manuel's interview
March 27,2009-Manuel returned to the consulate for another interrogation(because they forgot about December's interview),and they were really rude !
April 3,2009-US Counsalate asks for more court documents that no longer exist !
June 1,2009-Manuel and I go back to the US consalate AGAIN to give them a letter from the court in Colon along with documents I already gave them last year.I was surprised to see they had two thick files for his case !


June 15,2010-They called Manuel in to take his fingerprints again,still no decision on his case!
June 22,2010-WAIVER APPROVED at 5:00pm
July 19,2010-VISA IN MANUELITO'S HAND at 3:15pm!
July 25,2010-Manuelito arrives at 9:35pm at Logan Intn'l Airport,Boston,MA

As if a teenager can't murder and do crimes? Gimme a break! The criminal justice system is full of teenagers...and they do some pretty f*cked up things.

I think that if the cartels have enough money, they can probably buy their matones as much as they want in legal papers to get into the US much like all the other mafias do it... and the rest that are already here in the States working from this side of the fence.
