Hey guys maybe this will be usefull at least, i read the statement below on this forum (this maybe the reason for NOA1 delays:

Now here is how this touches us. According to my co-worker, regardless of whether or not your H1B petition was filed on time, come July 31, the USCIS puts all H1Bs aside and will not process nor even look at a single H1B until next April. According to my calendar, it is July 15, only 16 more days for H1Bs to be processed. I am taking a guess here, but I would imagine that the H1Bs have been taking up over 80% of the officers at the VSC and come Aug 1, I suspect to see a massive realignment of work priorities and with a little luck, those I-130s/K3s will start getting pushed on out the door.

Hm, I wonder if that's the case. Either way, that's pretty crummy for us. June filers don't seem to be experiencing this slow down; I'm not understanding why it started for us July filers. I guess I will continue my grumbling and pouting about it!

Vermont and California have always fluctuated how long it takes to get an approval (noa1 to noa2). The H1b's have had no real influence on petitions in the past. Deadline is always beginning of April...so it's anybody's guess. There is also the naturalization process to consider ...they are not handled at the uscis but they do make a pit stop. This is the first year only two centers are handling the K1's (vermont and california). Historically, vermont has always been the fastest of all the processing centers but now with only two handling them all...who knows. Last fall (because of the influx) people were waiting 6+ months for this stage... by january, VSC was approving some petitions in a matter of just a couple of weeks. Slowly that time crept back up and now, here we are, 3+ months and still waiting. CSC appears to be moving much quicker than they have in a long time though... good news as it's only really fair. ;) The people who process payment are not the same people who adjuticate the petition so perhaps it's just them who are caught up in something else and it wont effect your timeline at all. We are told they process by 'sent' date so I wouldn't worry too much about that NOA1 as long as you know it's there. If I was to venture a guess... I'd say the process is about to speed up for everyone. ;)

what kind of paperwork would they be sending?

i'm kind of worried because my fiance lives in Costa Rica...and they dont have addresses over there (don't ask me why lol)

an address of a place would be 2miles north of the University Building next to Taco Bell, for example.

maybe we can get her a P.O. box or something???

what should i do about this? how easy is it to change the address for her if they were to mail something?

dgk, you're going to want to spend some time reading the Guides and the flowchart. All the links you see at the top of the boards will tell you all you want to know. If you visit the Portals link you will be taken to a page listing other US / Costa Rica couples and a visit to the Regional forums will probably answer your question about the address. ;) If you need to change it it's relatively easy.

How long the process takes is anyone's guess. Right now it seems people are waiting a while for their NOA1's. And Vermont is taking 3+ months for the petition to be approved... a couple months ago they were taking a month... changes all the time. Yes, it makes us crazy too. ;) From there it depends on the Consulate you are dealing with. Each is very different regarding the interview process.

In any case, you've been given good advice... pull up a chair and join us in the waiting room.
